That depends almost entirely upon which languages are most likely to be understood by people who end up reviewing your submissions. Most submissions are reviewed by people within (very approximately) 100 miles of the submission location, so for a lot of places, this will include a variety of native languages.
Wayfarers are expected to treat fairly those submissions in languages they don’t know, but of course some reviewers might not do this.
The area in which you are submitting is key to this.
