How to get gym?

I’ve heard you need 3 waypoints in the same s2 cell but I’ve seen it without there becoming a gym. How do you get a gym?

If you still have questions after reading that, we can try to check the situation for you if you give the location where you think you should have a gym. Sponsored gyms can count towards the total, but don’t show on the Wayfarer map, if you have any of those.
