I’m new to the process of suggesting PokéStops. I noticed that I can submit suggestions within the radius of my profile’s main location (the city where I currently live), but I’m unable to submit suggestions within the radius of my bonus location (the city where I grew up). If anyone has suggestions about what might be causing this and what I should do, I would appreciate it.

That is working as intended. Your bonus location is for reviewing. You must physically be within range to submit.
(The submission range is ~ 10km.)
To add to the reply you’ve already received, even if you could submit things farther afield than the 10km radius that exists, you would still need to physically visit that location in the first place to get pictures, as you’re only meant to create nominations using pictures that you’ve taken yourself.
So for most people, being able to submit new nominations in their bonus locations would not really work out, as many people are unlikely to go to their bonus locations in person to get the required photos for nominations, and even if they were to go there, once they’re physically there taking the photos, they could just submit whatever they’re wanting to submit then and there, without the need for it to be a remote submission.
