I disagree with the outcome of one of my appeals

So I submitted this mural a while back:

Seems like a perfectly fine submission to me. A group of local graffiti artists collaborated to cover this very long wall with a myriad of art pieces. It was rejected by reviewers (as per usual), so I sent it in for appeal, and was extremely disappointed by the outcome.

Shut down because it’s “a non-commissioned graffiti” and told to go look at the criteria clarifications. Okay, let’s do that, shall we?

All I’m seeing here in terms of “requiring being commissioned” is “is most likely commissioned”. Nowhere does it say “a graffiti mural is ineligible unless it is explicitly commissioned”. And besides, I’m quite sure the city approved these murals. Street-art in Eindhoven | This is Eindhoven This is the city’s official tourism website, which has a dedicated section for highlighting artworks in public spaces that were created by local artists. This particular mural in my submission isn’t on the page, but the page clearly shows that the city wholeheartedly approves of large-scale art projects like this one.

And this second example (which gets a thumbs up!) is pretty much exactly what my submission is. Distinct, unique street art that uses unique materials to create artistic value and tells a story. So I honestly have no idea why my appeal was rejected.
