This doesn’t look permanent.
In addition although tragic the loss of life of someone young in an accident does not sound as though it meets criteria. Memorial plaques are for notable people. The fact that a few people mark this spot does not evidence that this was a person of significance prior to their untimely death.

If they are for a prominent member of the community or someone known nationally, then they are eligible. If they are for someone who is just a person whom others haven’t heard of, they are not normally eligible.

Thanks, I don’t know if it’s permanent. However, since it was put in (I think it was in 2012), it’s always been there. It seemed like something that tied to identity, but I understand your perspective.
