Person in question has said horrible things about a minority group

Personally yes I do want the business to suffer, not gonna lie about that but I also think Niantic should consider whether it’s appropriate to encourage exploration to a business owned by someone who openly hates a minority group

Hiya, I already reported the stop under “abuse” but the report was very quickly rejected

Also I’d like to add that the store owner has apparently made verbal comments about wanting to punch one of the people who exposed him, and an employee told another “don’t be surprised if [owner] comes knocking at your door”

You can report a different way. I would use the Reporting Abuse form linked at the top of the forum. If you don’t see the link, here it is:

This sounds like something that needs to be covered privately. Please avoid any situations that may put you in danger. There are other places to play.

This is something very hard to prove. I am sorry but You might want to get solid evidence instead of just words. It would make it easier to look into the case
