Therefore, I’ve submitted a request through the Niantic portal for a PokéStop to be added near this store.
Reason of eligibility of that shop
Since all the nearby general stores have PokéStops, even if they only have a title without a photo or description, this store should also be eligible. Additionally, being located near the main road makes it even more accessible for players, increasing its chances for a PokéStop
A general store rarely meets any of the core criteria of a great place to exercise, explore, or be social. In order for it to be approved, then you need to convince that it does.
Is there anything especially significant about the general store?
Are they sponsored or imported Wayspots? Do they have a photo for the picture, or just a placeholder?

When you say there are a lot of other stores locally that are pokestops….are you in an area where there have been imports of pokestops? These would have appeared all at once?
If that is the case then the fact that these were imported outside of wayfarer does not give a guide as to what can be used when submitting through wayfarer.
I appreciate that this is a confusing situation and why you would think that your shop is another suitable place.
A shop can be eligible but you need to explain why this shop should be accepted. This means saying what makes it special why is it more than “just another shop”
