I can’t speak for every reviewer, but I don’t think many people are doing this. Reviewers are asked to review nominations against the eligibility criteria and against specific rejection reasons. It can be a bit subjective, but I would suspect many reviewers give the benefit of the doubt when reviewing rather than vote to reject.
There are incentives to vote using the the information mentioned above. In Pokemon Go, you can receive medals if your reviews align with the majority of votes on a nomination.
Also the review flow itself will give timeouts to people who follow a pattern in their voting.
One other consideration is that the Machine Learning (ML) filter may be rejecting many nominations. In the long run this is a good thing to help the community not have to review every single nomination. But it can be frustrating if you are getting regularly refused my the ML algorithm.
I’d recommend sharing a nomination of yours here on the forum (title, description, photos, and supporting information). You can find this on your contributions tab. We have a large community of folks that are great about giving feedback so that a nomination will have a better chance of being accepted. Or why it meets a rejection reasons

Unfortunately, the likely truth is that people are expecting nominations that do not meet criteria to be accepted.
If you would like to give an example we can discuss why it was probably rejected.
Let’s see, out of my last 20 submissions, 19 were accepted and one rejected.. although that last one was approved on appeal. So not everything gets downvoted, but some things do get downvoted unfairly.
Perhaps you would like to share some of your submissions and we can give you some help?
I think what often happens to new submitters is that they submit based on what they see as Pokestops currently. Only those may not actually be eligible under current criteria for various reasons. We would love to help you analyze why you are getting rejections and help you be more successful going forward.

You have yet to share any of your nominations, but I thought it may be helpful to share some additional info. That’s up to you whether you’d like to share or not, but whatever you heard is typically said outside of the forums, such as on social media, so it may not be correct.
It’s highly recommended to review the Wayspot Criteria to understand what may or may not be eligible. As others have noted, do not base your nominations on what is already in PoGo but on the criteria, as there are some stops/gyms in PoGo that do not meet Wayfarer criteria, but PoGo can add them if they wish. Ones that PoGo may add might be sponsored, such as from a large business (some include McDonald’s, Starbucks, and Walmart), and others may be imports to areas with a low density of game play locations, which typically do not have photos.
Besides the criteria, another place to check out is the Criteria Clarification Collection, which covers some of the most dicussed POIs. It could help explain some of your rejections, especially if you nominated something located at an ineligible location (K-12 school, single family private residential property, and cemeteries are just a few), or nominated something that may need some extra info provided, like a local restaurant/cafe or trail markers.
Again, no pressure to share your nominations, but we are more than willing to help.
There may be some reviewers who reject (almost) everything and there will be just as many who accept (almost) everything. These reviewers would have a fairly low rating, so their reviews would be downgraded compared to reviewers who have a high rating (basically because they are reviewing according to the criteria).
What will be happening is that you are receiving rejections because your submissions are not eligible or have major issues. Plenty of people will be willing to assist you with improving your submissions.
The community votes have been pretty generous post ingress split but I find that the AI can be a bit overzealous, recently it’s been taking down about a quarter of mine even if they go through on appeal.
Do you know if it’s the community or the AI which is causing you more issues?
