No one knows how many reviews a nomination must get to be decided, and they shouldn’t, because that information could be abused.
You can earn upgrades for your nominations to send them to a wider review pool by reviewing yourself. If a nomination goes long enough without a decision, usually a few months, it will be pulled into internal review and decided by staff.
