I submitted a spot that is included in the Swedish “riksantikvarieämbetet” official map. The organisation is the governments agency in protecting and developing the cultural heritage in the country. Theperson responsible for the appeal did not check my title, supplementary info, my appeal notice nor my supplementary photos as they deemed it to only be a natural feature.

You can post full detail on your rejected appealed nomination here. Occasionally staff might see and overturn it if staff agree. But you need to make good case on how it fit wayfarer criteria
Being protected heritage is in itself not enough to get a Wayspot approved. But I do agree that it’s hard to argue that the foundations of a house is natural and not manmade.
It is completely impossible to tell without more information, though.
To answer your question, which is what you wanted, there is as far as I know no way to appeal past the initial appeal - but if eligible, making an improved submission later on is probably your best shot.
And to add on to that, going off of the official description -provided at L2016:5032 - this does not sound like a good Wayspot at all, and sounds like something that’d have very limited interest outside of specific archeological circles (and probably even within those…).
Given the latest field visit was in 1981, you’d probably also need to prove the current state and accessibility in ways that an official map proving “two terraces” existed in 1981 probably doesn’t do. I do agree that the reasoning behind your rejection (natural feature) sounds wrong, but I’d be surprised if this is somehow worth trying put more effort into - based on what we know so far I’d expect the rejection to be correct at least.

Unfortunately you can’t really appeal an appeal, as every appeal you make is carefully reviewed by Niantic and their decision is final. If you truly believe that your submission should be a wayspot, you can try taking a better photo, writing a better description and then submitting it again.

You can, by posting into Nomination Support although this is an unofficial official method. We have been told by Niantic that when we strongly disagree (my phrasing) with an appeal rejection, we can make a post on this forum with the details to give Niantic staff a chance to reassess. The appeal reviewers are human and sometimes make mistakes, so this gives Niantic a chance to see the mistakes that need correcting.
Obviously, not every appeal of an appeal is valid.
An example of an appeal rejection that I had overturned was a fitness gym. It’s one of a chain of gyms, but it is still clearly a great place to exercise. The community rejected it, the appeal reviewer rejected it, I posted here and Niantic approved it.
If they post in Wayspot Appeals to appeal an appeal, it gets moved to a different category. There really is not a formal way to appeal an appeal rejection, but sometimes when we discuss it in Nomination Support staff sometimes will quietly overturn the rejection. The OP will often just get a new email with a new decision without staff even making a comment.
You are exactly right about Niantic having asked for us to let them know if they get it wrong, and I have also had appeal rejections overturned here. But I would need to see the nomination to advise as to whether the appeal decision is just a matter of opinion, or is wrong.
Ah, that explains why I couldn’t find any when looking into Wayspot Appeals despite being sure I had seen some recently (and known for certainty about the appeal I appealed).
