I know you meant to say: “The onus is on submitter to provide enough evidence to convince reviewer.” just in case anyone is confused!

Personally, for restaurants, I usually try submitting any interior murals or other original artwork I can find, AS artwork, rather than submitting the restaurant itself. I have only once gotten a restaurant approved as the restaurant itself (and had three or four denials).
