Your comment suggests you already know that Pokémon Go utilises cells to limit the density of wayspots in the game, but you may not have checked them correctly, as this wayspot is in the same level 17 s2 cell as “ủy ban bầu cử phường cái răng”. The coordinates are 10.001237, 105.757132 if anyone wants to give you a visual of this.
Also, you may want to edit out your personal details (delete the second screenshot with your email address in it).

Do not submit away from the point of interest to put it in an empty cell. That is abuse that Niantic takes seriously.
The Wayspot is on the map, and any further submissions of this nomination will be marked as duplicate. There is nothing you can do to get around this.
IF the pinned location does not represent the object in the Wayspot correctly, you can ask Help Chat to move the pin, with evidence. You can find Help Chat at https://wayfarer.nianticlabs.com/new/help where a text box will pop up.
They will not do an edit to put something in a different cell so that it will show up in Pokemon Go. They will only do location edits to correct an incorrect pin.
