Wondering if this wpuld be worth submitting, theres 2 close to each other but nothing else, wondered if it would pass as art or something
Location would be a big factor, you can buy these from a garden center / building supplies and place them on your drive 
Are they mentioned on any official authority website?
Just 2 seems strange, if official you would expect loads in one area or a trail with a couple at various places around a town etc.

I would need to see the bigger area. An etched paver just seems like a decoration, not a work of art.
Its next to a health center that has a few other leaf designs on or aroud the building, though they are designs on glass or metallic ones
My immediate response to that photo is “meh”, so there’s a good chance a lot of reviewers would instantly reject without bothering to read on (which is, as far as I can tell, what happens when the photo doesn’t work).

I would not approve it. It doesn’t meet any of the eligibility criteria IMO from the information provided.
It’s not looking good. You would need to establish if they were part of a specific project to stand any chance.
Then you are going to need a dry day for photos…..that’s a tough one 
Its glasgow in the summer, ive already missed my dry days lol
