It definitely can. Inaccurate locations are often abusive (using a strict definition of “abuse”, in this case abusing rules and processes), so are correctly flagged as abuse.
Unfortunately, the resulting rejection narrative strongly implies that the abuse is personal (as opposed to abusing rules) and is probably the worst standard wording that Niantic use.
