Hey so i just wanted to ask what are the chanches that community will let the gym move into another L14 s2 cell its like 10 meters away from where the gym should be and i heard that help chat can move it too but i just want to know how to do this properly i tried moving it once in the normal way but it was rejected

Niantic does not acknowledge the S2 cell rules the community has observed. Moving something that is already correctly placed simply in order to manipulate the game board is considered abuse. Unless the pin is currently wrong as compared to real life, you should not attempt to move it to put it into a different cell.

You can use help chat as that way you can provide photos etc to show why it is currently wrong. However do consider that you are suggesting where it should go they can decide that it should go elsewhere.
If it is currently wrong - clearly not anywhere on the object for example- then moving it is fine .
If it is on the location, but not in a favourable placement you can’t move it
