It is no longer a church it is a library now why was it denied and not corrected to be accurate

If I’m interpreting your post correctly, it sounds like you’re trying to repurpose a wayspot, which would be against the wayfarer guidelines.
If the object that a wayspot represents has been removed or permanently closed, you cannot repurpose it to be a wayspot for whatever replaced it. The replacement needs to be voted on to see if it adheres to the criteria itself.
The correct course of action here is to report the church wayspot as no longer existing, wait for it to be removed (you may need to appeal the decision on this forum if your initial report is unsuccessful), and then submit the library as a new wayspot that can go through the voting process.
