I just find I weird that about half of the stops in insanly populated places can be on top of each other or a centimeter apart so I do not see the reason how this violates any rules. Thanks for the info tho
If you have read the link you will see the map is split in to cells, only 1 wayspot will become either a Pokestop or Gym in each cell.
It is possible that wayspots can be extremely close as long as they are over the cell lines, you could have 4 extremely close as long as they are all in the corners…

One last question is there a way to move it with out it being considered a Dup
You should not attempt to move it unless it is incorrect in the real world. This is seen as Abuse and can lead to warnings / suspension on both wayfarer and GAME accounts.
I usually add a general warning when questions are asked regarding cells which is “knowledge of the cells should never be used to mis-place a wayspot to try and get it in game, again this is seen as Abuse”.
Cells can come in handy when a wayspot has more than 1 possible location for example being a sports field which may cover more than 1 cell so you could choose which 1 to use.
Once a correct location is accepted you should not try to move it.
