There’s so many stops that don’t fit the criteria and the rejected ones are actually much better.

Sometimes, reviewers don’t like a submission and then look for what is the best way to reject it. This can be down to the photo, the title or the text. Once someone takes a dislike to a submission, it can be harder anything to change their opinion.
If you get rejections that make no sense to you, look at the submission as a whole and see if there is something negative that the reviewers are seeing.
With this, it being a cigar factory does not automatically make it a point of exploration, and this is the only criteria it could possible meet (not Exercise and not Social). Many reviewers might well see this as a negative place to explore.
Maybe I should have included in my nomination that the factory is more that 130 years old, so the reviewers wouldn’t assume that it is just any cigar factory
Yes! That would certainly help.
You would need to include a link to provide evidence of this, not just state it. (Many people may still reject it on principle.)
It is historical, the oldest cigar factory in Asia. That one I guess is enough to be a good POI.
Not everything that is old/historical is worthy of exploration.
True, but I would certainly be more interested in seeing an old cigar factory, than a post box.
Would this not fall under the adult oriented business rejection criteria? Smoking isn’t for kids, and adults shouldn’t really be doing it either.
To be honest, I don’t see it that way. I would be interested in the process. I don’t smoke, nor does anyone in my family, still interested in seeing the factory.
There are so many musea where you can see stuff that nobody would like to experience (former prisons, war musea), still very interesting to see
There is a difference in “Old” and “Historic”. In the UK we have a system where “Historic” building are listed. This gives the building more protections by law. If you live in a Grade II Listed home you would need permission before making alterations such as new windows etc. Do you have anything Similar?
Is the factory still in operation?
Is it safe for people to walk up to the building?
Do they give tours?
I just searched for some more information, it really is not that old, this is a more recent factory (from 1979)

I understand that plenty of people would find this place interesting. That doesn’t mean that it is appropriate for the Niantic/Scopely Wayfarer map. I agree with Hank, that I would vote to reject this based on it being an adult location. And then to find out that it actually is not historic just adds certainty to my rejection.
