I am conflicted on an issue regarding whether or not this wayspot (PokéStop) is a duplicate eligible for removal.
So, the full story is: A submitter who doesn’t understand nor care about what is & isn’t eligible decided to nominate Both sides one ONE basketball court and due to bad reviewers this submitter managed to get both “hoops" of the basketball court into Pokémon Go. The one named Hoop #1 is currently a power spot and what was named Hoop #2 is still a Poké-stop. So, then….. this happened since I put in a request for a removal of what WAS named " Hoop #2”:
I put in a title and description edit for the former “Hoop #2", which lo and behold even though that title and description edit was “in voting" for 3 days shy of a month, was finally approved and my removal request was denied. So, in a way, I sort of put myself into a more difficult position in removing this duplicate POI.
The “Hoop #1" power spot is still in game, but I don’t know how or even if you can report or edit power spots. And the former “Hoop #2” title has officially been changed in game to {Town name} Basketball Court.
Either way, one of these 2 POIs IS A DUPLICATE.
SO, which one is the best one to submit for removal? And why did my 2 removal requests get denied in spite of the name change of hoop #2 to Basketball Court.
Also, why are reviewers not reviewing correctly without consequences?

As to why it was duplicated? Mistakes happen. And without seeing the supporting pictures and information it is tricky to know how it was presented to reviewers to fool them.
There are ways this could have happened without anyone reviewing incorrectly. Back when voting took a lot longer than it does now, this sometimes would happen if one nomination was upgraded and the other was not. The not upgraded one could have received enough positive votes before the upgraded one came through to have it be accepted anyway even though later reviewers marked it duplicate. That is just one scenario off the top of my head.
