I had a similar situation, reported through help chat “Cemetery - Multiple Gravestones # 38546773”, was passed to the property owner form, reply was as they had not had a report from the property owner nothing they could do.
Niantic state that they want us to correct the map where required but then make it hard to do so.
If you wan’t us to use a form to report waypoints that do not match criteria and should be removed please create one specifically for that.
