Need wayspot evaluation

Would any of you be willing to take a look at an area I’ve submitted several waystops to recently? It’s a local arboretum with TONS of nature signs. They are getting rightfully approved but some of the ones I would have expected to show up in game (considering the cells and quantity, etc) but they did not. The stops I’m specifically wondering about are on the right hand side of the map. Coordinates are 35.680889, -88.850608

It looks like every cell is full in that park. The last spot was filled by corkscrew willow a week ago.

Here’s a visual. The cells filled in purple have a Pokestop or gym already and are not eligible to have another.

These wayspots without photos are imports that can only be used as power spots if you are wondering.

Nothing there seems to meet criteria to be submitted as a Wayspot btw.
