New here, need some pro-advise

Firstly, I am not a native english speaker, so please forgive any grammar mistakes, notherless i will try my best to be as clear as possible. secondly, i am a Pokemon go player, dont know if this is an only Pokemon go forum so i wanted to clear that up, so, lets begin.

As the title says, i am new here, i have just downloaded the ingress map app (IITC mobile) after nominating some stops, getting accepted, but they are not appearing on the game, so i googled and a 2022 poke daxi video showed up, it shows the basics of pokestop creation but I have some questions, thats why I am here

Fisrt question: the basic rule is that there cant be more than 1 stop per L17 S2 cell, i got that, it really limits stops but its the rule, but there are some places that dont follow this rule (I am not telling or showing the places because why would i want the stops to be deleted, the more the better in my opinion) this places have 4 active stops since like forever and some near L17 S2 cells have 2 or 3 more (like 9 stops really close, I call this place the pokestop zone) and none of them are gyms, so why this happens? I know the 20ft ingress separation rule, but i asure you, this stops are literrally glued together, so what is the reason?

Second question: I notice that one waypoint I created turned in to a powerspot, and now seen it on the IITC Mobile app I notice this happened because an existing pokestop was there before on the S2 cell, so insted of nothing, the wayspot turned in to a pokestop, which is nice i guess, but this dosent happens always, why is that? what is the criteria? because another wayspot I created that got accepted did not turn in to a powerspot, it just got accepted and nothing more.

Stops will always be 1 per L17 cell, anything other than that is likely as a result of wayfarer abuse and you can expect them to disappear eventually.

Power spots seem to form when submitting another PoI in a cell with a stop or a gym already, where there’s an acceptable distance between the existing PoI and the new one. They don’t always show up right away, but may appear on rotation over weeks or months

i am clear on the powerspot question, but the first one is still open for me, what is the wayferer abuse? and I dont want to get political or anything but if there is one swing set here and then another swing set close by, I prefer to have 2 pokestops than just 1, is this the abuse you are talking about?

Now that Ingress is separate from Scopely, iitc will not update with new Wayspots, and it never showed all of them.

Location edits used to keep the status of the Pokestop or gym once it became one. So moves could put more than one in the same L17 S2 cell. Now the system is intended to recalculate the cell when a move is made, and edit distance is very restricted. Also, sponsored stops and gyms do not have to follow the S2 cell rules.

For gyms, you have to take into account the entire L14 S2 cell, which is bigger than the L17 cells.

For a Wayspot to be used as a Powerspot, there appears to be a rule that it is 22m away from any Pokestop or gym. There seems to be a sync of new Wayspots for potential use as Powerspots on the 4th of each month. Powerspots rotate from a pool of eligible Wayspots.

None of this is confirmed by Niantic. These are observations made by people much smarter than me.

the multiple pokestops in the same cell was not always abuse. it was just the way the system worked previously. it was often abused though, which is why they changed the algorithm.

No that’s not what I’m talking about and it wouldn’t be anything you could do nowadays, so don’t worry!

Its leftover from a time when people could make items in the wrong location (which is considered abuse to submit something in the wrong location deliberately) and then edit them to move then into the right location. You can’t do it anymore - the cell recalculates so one would just disappear.

Another reason if there is sponsored pokestop. Sponsored pokestop can appear within same cell with another. So if you have multiple pokestop at cell border, combined with sponsored pokestop, it could appear very close
