if a clearly ineligible/junk submission is repeatedly submitted, this can be seen as spamming and considered to be abuse.
Retrying trail markers which were rejected will not be a problem, unless there is something seriously wrong with the submissions and the rejections are correct. For example, if you were putting people into the photos, deliberately misplacing the wayspots etc.
It might help to post the details of at least one of the trail markers to see if there is anything causing the rejection - title, text, supporting, photos, location (found in the submission receipt email below the photos).
A little bit to unpick here for the trail markers.
You appear to have given photos of two separate submissions. One for a beaten-up trail marker (still valid) and one at Bowers Junction.
I have had beaten-up trail markers rejected, almost certainly because they were beaten-up and not for anything else. It can be difficult to get past that.
Bowers Junction already has a wayspot! This looks like a duplicate, even though it’s a separate post. What was the rejection reason for that one - or is that 3rd supporting photo actually for the beaten-up sign?

I would have accepting this submission; just trying to brainstorm.
I would retry but with an official link to the trail (which I could not immediately find). I don’t put much value in plotaroute for proving that a trail exists, as anyone can create a route of anything for any purpose. I would also go closer-in on the markers, but ymmv.
You’re not 
It is indeed remarkable that this route exists and has an official logo, but doesn’t have an official link. I have a suspicion it is an old deprecated trail for which the markers just haven’t been removed. Evidence to reject this suspicion is if any of the markers have been replaced recently.

So has the WYCR been subsumed into the National cycle Network routes?
Not having a link does make things tricky as unfortunately there have been fake trails made, but those use self adhesive vinyl markers and are not weathered metal ones like you have 
Those fakes throw suspicion on proper trails. 
There may also be an issue as in this case where there is a good junction sign for Bowers Junction and your for WYCR looks like a continuation sign ( no arrow) nearby. Although it does actually look as though it is at a junction just no arrow.
If there are a number of similar function signs close to each other some may make a judgement call that it is not distinct.
So I would try to tackle that issue and the issue around WYCR in the supplementary info.
PS I am currently submitting a new route where none of the signs have arrows 
and you have to play spot the sign in some sections to find out where to go next and a total lack to signs along some stretches which makes you wonder have I missed something. I am providing feedback
I doubt that Newark has anything to do with this trail 
I don’t think it has been subsumed into the NCN as it isn’t a Sustrans (the name sticks) type of route. Parts of it involve main roads and crossing main roads at staggered junctions. It will obviously overlap with NCN routes in parts, as it does here.

Yes I guess it’s a bit of an odd older route that is not easy to verify now.
