As of right now there are 20 POIs active in pogo in the same L14, 18 stops, but only 2 active gyms. I have looked at the map on wayfarer and this crossed out gym does not appear on the gameboard: Axel Oxenstierna. Is there any way to reinforce the “density and inclusion rules” in this particular L14 cell? There is another wayspot in the same L17 as this POI.

Are you absolutely sure there’s 20 Pokéstops and Gyms in this Level 14 S2 Cell? The amount of land in the cell makes it look almost impossible for this to be the case. I haven’t looked into it more in depth, so I might be wrong.
Also, has this wayspot been moved recently?
The Wayfarer Map Mods tool is showing the L14 highlighted in yellow, indicating that it does not have enough gyms for the number of pokestops, and I did not see any sponsored gyms on this map Map - Pokémon GO. The Map Mods tool is also showing some occupied cells shaded in doubly, so I do think that the OP’s request to reinforce the density and inclusion rules is called for.
I feel like I’m losing my mind here, but I swear I’m counting 17 Pokéstops and 2 Gyms, ignoring the “Axel Oxenstierna” wayspot as it isn’t currently live. That would be the correct density for the cell. Is the wayfarer tool counting this wayspot as a 20th Pokéstop/Gym?
I have looked at the Ingress map and it does appear that “Axel Oxenstierna” has been moved at some point, as it’s in the same cell as “Gamla Riksarkivet” in Ingress, whereas it’s in the same cell as “Vasabron” in Wayfarer. Given that it’s been moved into an occupied cell, that could explain why it no longer appears in game as a Gym, as the density rules will have recalculated with this move.
So I’m curious if staff do actually need to intervene here or not.
There are two in this one cell.
I was trusting the tool when I first posted but went back and manually counted 20. With only gyms and pokestops enabled, this wayspot is not shown, so it is not being counted by the tool. But it does seem to be counted by the internal algorithm as the third gym for the L14.
I really hate the tight zoom required, but I enabled only pokestops and gyms to show and went side to side counting gyms and pokestops between the edges of the L14.
Yeah, I spotted those two. Turns out I was missing “Sittgrupp - Kajplats 452” in the very top left corner of the level 14 s2 cell. You are indeed correct, there are 20 live Pokéstops and Gyms here and something has gone wrong.

The gym count looks correct, using the 2-6-20 rule
I counted 19 L17 cells with active wayspots, including 2 gyms. One cell has a second pokestop ( Stenbockska Palatset (59.325432,18.063984) and Birger Jarl (59.325107,18.063867)), so there are 20 pokestops/gyms.
Community observation is that it is not 20 pokestops that triggers the third gym but 20 populated cells.
News to me. I have only seen the observation stated in terms of Pokestop/gym count. There shouldn’t be two Pokestops in one L17 S2 cell, so it doesn’t come up often, but here we are.
I’m 98% confident I have seen this stated in previous discussions on this forum, but I don’t keep track of which threads have which comments. It also makes sense.
Please let us know if you get a third gym with another filled L17. I am curious about this.
(Looking again, I realize that most of the rest of the L14 is water, so that probably isn’t going to happen.)
The third gym appeared last evening it seems! (Without filling another L17. 20 POIs, 3 gyms, 17 stops in 19 populated L17 cells).
