Is there anything in your area that is eligible to be a Wayspot?
You can nominate a Wayspot once you get to level 35 on Pokémon GO and go through the Wayfarer onboarding.
Nobody gets “given” a Wayspot. It’s due to Wayfarers nominating and then others reviewing that they get added

You’d be best getting to level 35 and nominating them then if they are eligible
