I assume the commemoration plaque of market better fit exploration category. I cant read the plaque so i assume it is what you say.
Since the plaque is inside the market you need to provide evidence of its location. Geotagged photo or photo showing its location (such as near north/west/south/east lobby )or market map will help reviewer. Private residential is definitely wrong, dont get fixated in this one. I assume its 2nd most reason for rejection so it got listed. I am more concerned about how you can proof its location.
I suggest you get more supporting info on location and resubmit. If it got rejected, appeal.
This is just example but you can take picture of any neighboring object thats visible from map along with the plaque
if i am using above example, i can take picture showing the plaque (i am using red x as example) and the bank and or kfc (use web submission so you can submit 5 supporting foto)
Is it open space? If there is visible building in nearby thats visible from satelite, that could work too. Anyway put yourself in reviewer shoes. If someone else submit and you are reviewing, can you confirm the location?
Basically whatever coordinate showing in your gps tagged photo must match with your submitted location. This will increase your chance of acceptance . Although if i am reviewer, i would prefer if you can get market map.
Reviewer reject it as somethng not distinct or no historical significance. You need to emphasize on how it fit socialize since i dont think it fit exploration and exercise. Anyway for foto you could get it better. It doesnt looks appealing.

The onus is on submitter to provide sufficient evidence to convince reviewer. Put yourself in reviewer shoes. Find more evidence on how to prove its where you said it is. Can you post your submission email? It will show the coordinate of your submission
Can you get market map? It will help confirm your submission location
Entiendo entonces nuevamente subo las fotos y trato de que cuando coloque las coordenadas coincidan con las fotos o viceversa
En el maps ya aparece el centro Médico
Pero las fotos quizás salgan en medias movidas las coordenadas por la posición de las fotos o como me sugieres
O que justificación indico en la apelación
