There are a series of miniature murals around my local area that are valid waypoints. One potential submission, however, has obviously inappropriate graffiti (two hate symbols,) defacing part of its negative space, but not to the point that the waypoint would be ineligible totally, as the remainder of the mural is visible and recognizable.
Were I to manually edit out these hate symbols with a photo editing software, while maintaining the full integrity of the original mural, would that be a TOS violation that could flag my account? Additional point: I will personally be reaching out to the artist to cover the hate material and if they will not/can’t, I’ll cover them myself.

The wording is to reject a photo that “is obviously doctored” so I would have no problem with magically erasing offensive graffiti. As long as the end result does not appear “obviously doctored” and does not leave watermarks on the submitted photo.
I would love to get an official answer on this from Niantic, but that is my opinion.

My advice is to ask yourself if the mural is currently a good place to explore.
Personally, if I were nominating something that required editing in order to submit, I’d probably hold off, especially if you plan to contact the artist to have the mural fixed. Is the graffiti obstructing the primary subject / focal point of the mural, or is it off to the side? Could you take a photo of the mural without including the graffiti instead of editing the graffiti out?
