There was a gym at Midland RT station in Scarborough (Toronto), Ontario, Canada which was still used by many people as they walked along the street sidewalk.
It had gyms there and raids as well.
This morning I found that the gym was completely removed. Can we ha e this gym back?
Instead now a new gym has appeared next to an existing one at the Midland and Ellesmere intersection.
It was better distributed before. Right now it makes no sense.

The removal would have been sent with evidence, it is possible that it was removed with fake evidence. If you believe that the removal was incorrect you can appeal.
If it does return it is unlikely to return as a Gym as a new Gym has already taken it’s place.
There is currently disagreement on how Gyms are chosen, it used to be which Pokestop had the most photo votes but anecdotal “evidence” suggest there is a much larger “random” element to it now.
Staff don’t allow the selection of which should be upgraded as what is preferred for 1 player is not the best for others.

Is the station still in operation?
Google lists it as permanently closed, as well as some articles talking about it in past tense. Perhaps its permanent closure is the reason or removal?
Hello, the station has shutdown unfortunately but this gym was a very active one still because people still walk the street along the sidewalk. It’s a busy area.
But for a new gym to open up adjacent to another one seems dumb because now there is a concentration of gyms in one area instead of a good distribution.
Since the station has closed, appealing doesn’t seem correct.
Gyms are basically selected at random. Sometimes you get gyms close together, sometimes you don’t.
Some players like gyms close together, some like them separated.
You could appeal through the Help Chat but I agree with @salixsorbus that has the “Point of Interest” is no longer functioning then appealing does sound like a waste of time.
At this moment we don’t know what will become of the area, could the building become private residences. If they did would you then report it for removal or just think “I will leave it has it’s a waypoint I use”?
I would use you time to look for other eligible wayspots.

Whilst your personal preference is for gyms to be spread out, some people prefer having them close together because it makes raid events easier. At any rate, I agree with the others that this seems to be a valid removal, and the wayfarer team don’t typically have any say in how Pokémon Go uses wayspots, so the RNG has given you this new gym next to the other one and you’ll likely just have to make do with how things have turned out.
I came back to say that I noticed that a new gym has also showed up at the Ellesmere RT Station a block away. This one didn’t exist before but now it does.
This station is closed too. It doesn’t make sense 
So it hasn’t been reported.
If someone reports with evidence then Staff will take a look and decide whether it should be removed.
