Just got a “Review” which is a Parish Notice Board. Spotted another across the road and was about to mark as duplicate when I noticed they where different.
Streetview shows the “new” one is definately there but the already accepted spot is not.
I have reviewed as normal but for future reference was I right and is there anything that I could have done about the previous one?

From a submitter POV, I would have first tried to either edit the old board by moving it and adding new photos, with adding photos being the first thing I try. If that didn’t work, then I would have requested removal of the old board Wayspot, and once that was removed, nominate the new one.
Hopefully, if the new board gets approved, someone will request removal of the old one that doesn’t exist anymore. I may have marked it as a duplicate, but it’s hard to say without seeing all of the info.
If you were positive that it did not exist anymore, then you could use one of the reporting forms at the top (or an ingress dynamic link) to report the invalid Wayspot. However, it is very difficult to be sure that something is not there irl when I am not there irl, so I rarely report something as removed that I have stumbled upon in reviewing. I would have to have come upon a lot of evidence that it was gone, more than just not being there on Street View.
