My proposals are listed as duplicate, yet there isn’t a spot there. It is a historic statue for our community. Any ideas why ? Thanks a bunch! Catch them all!

Are you willing to share more info on your nomination? The location would be helpful.
Also, did you check the map before nominating to see if there was already a Wayspot there? There is a toggle that allows you to see or not see nearby Waysoots on the map.
The orange 
are existing Waysoit that aren’t used in the game, Power Spot locations, or other Wayspots used in other games.

How do you toggle the spots? I can confirm there are spots near, but not the object or spot I have nominated.

fyi, this only works over a very short distance. you will need to be right at the site to use it.
