Hola quiero saber si se necesita un mínimo de entrenadores que usen una pokeparadas/ Gym o si Niantic acepta la propuesta no importa quien o quienes la usen?

It is perfectly OK to submit a wayspot that no-one ever ends up spinning or using in any way I’m fairly sure I have managed that a few times.

When we submit thing, we might not know if anyone will even able to use it or no. This is quite true for remote area with very low signal .
Lets say you were walking in the woods and saw good nomination. You may not have good internet signal. You can just take multiple foto of it and be done with it. After you return to area with internet connection (within 10km away), you can submit them.
