There is a Pokestop that was created in a park of a kids wobbly tractor, But that park has been redeveloped and the wobbly tractor is no longer there, so should this pokestop be updated with a new image ?

But it is an old photo and if you look at the satellite view, you can see the park has been redeveloped and the wobbly tractor is no longer there;

The title of the wayspot is a playground and not the individual play item. If this wayspot is still a playground and it is just the play equipment that has changed you can simply update the picture.
Take a nice new picture, check there is no one in the picture. If you crop it so that it is square with an interesting item in the middle it will make a good photo disc.
At the wayspot click on the wayspot, top right is an arrow
Click to get the full details and then again top right click on 3 dots symbol
You can then choose add a photo. If you select existing photo you can add the one you have prepared and checked.
Once it is approved and added you go back to the full details and bottom left click on the thumbnail. You can then 
the new photo. Once it has enough it becomes the new photo disc on the stop.
If the playground is no longer at the spot let us know.
The playground has been moved, as seen in the attached photo, it is now at the top of the photo and at the location of the pokestop that shows the wobbly tractor, there is a ping pong table and a basketball hoop.
That is a change.
I think it’s a bit of a quandary as to the best way to proceed is.
As to whether to remove and resubmit or to change.
You might be best to try using this form
It’s not a user friendly document to navigate, so ignore the stuff about property owner and ignore the first auto email it generates.
But you can fully explain the situation, attach photos to show old site has gone. Include a nice photo of the new equipment to be used, and suggest a new title and description. And of course suggest a new location.
The team should then consider and let you know.
