I want to know why despite having the most votes, a Pokestop cover photo doesn’t display. My bridge photo leads 1-0 but the cover hasn’t moved. I have even interacted with it in person.
The 1st possibility is that the other photo has “hidden” votes from the “Ingress” days.
2nd: When did you add the vote to yours. It can take a few days to update in game.
With the new option to vote through the map why not post the Title and Location and see if you can get some more votes…

I thought trapped votes were no more and were already accounted for. I can definitely get my community involved.
The cover photo has been stuck for weeks. Wayfarer declared it Cover Photo on the Map but if you go into the game and visit the stop, old photo lingers.
Try taking your in person like off, wait for a sync, then add your in person thumb back. This has worked for some people. I wasn’t sure whether trapped Ingress votes were gone or not, but it seems like there were some issues when being able to thumb photos from the wayfarer map was added. The ones of mine I thought might still have trapped votes did resolve using the unthumb, wait for sync, rethumb method.
