There’s a wayspot in my community (not nominated by me) where the spot is an elevated curbside sign for a single business. The sign is separated from the business’ actual building by four rows of parking spaces and two driving lanes, to the point that it’s in a different s17 cell. (I would estimate 20-25 meters?)

Currently, although the picture is of the sign, the wayspot is on the building.
Would it be proper to have the spot moved from the building? If so, would it be proper to have a separate wayspot on the building? (it’s a commercial gym so would qualify).
As I understand criteria, a sign like this is only eligible as a visual anchor for the thing it represents. Here is what the help page said about that when it was up:
Should the sign for a Wayspot nomination be marked as a duplicate if there is already a Wayspot for the object the sign represents?
If the sign is a significant distance from the object then it should be considered on its own. If it is close, such as with a church sign and a nearby church building, then it should be marked as a duplicate.

So I would not think that the gym should be submitted separately.
Niantic can consider a move of an already correct pin as abuse, even if it is to another equally correct location, especially when it seems to be intended as game manipulation. So if I were convinced that this pin really should go elsewhere for real world reasons, I would use the form linked under Wayspot Removals at the top here, which can be used for modifications as well, and really explain why at the building is a more accurate location than at the sign.
There is also the possibility that the gym would have a mural or other art that could be submitted on its own merit.

The gym does have an outdoor pool; there’s also another business that would qualify in the building.
EDIT: upon checking the map… I misstated my question. At present the wayspot is on the building, not the location of the pictured sign. There is another sign on the building itself.

The sign is not a great place to socialize, exercise or explore; the gym building is. I don’t think there’s any path to justify it as a separate waypoint, and there’s very much no reason to move the waypoint from the gym to that sign.
It just seemed odd to me that the picture for the stop is the sign, yet the stop is at the building and they’re that far apart. Other cases I’m familiar with (church signs out in the landscaping) aren’t this far away from the building, and are often pictured from an angle where the building is in the picture also.
IMO
The sign is an anchor for the building.
The pin should be at the building.
If there is a better image to be taken at the building, do that and add a new image.
The sign itself does not meet criteria.
