I’ve submitted a couple of pokestop nominations, this one included. However, it always just says that they do not meet the nomination criteria. I did see in the pokestop nomination map that it just shows new development empty land. Can that be a reason for it to be rejected? I believe the construction of the glowing tree is new. Any suggestions for appeal?

First of all , that rejection reason mean your nomination is rejected by AI. Noone but staff can tell what trigger that rejection. The light show is cool although at the same time make it dark. Alternately single bench may not be eligible to be wayspot, usually it need to be in park or great scenery.
Personally i cant find your nomination on map. Like you said satelite view is just construction site. Dark main foto and surrounding foto also not helping. I recommend you use web submission so you can submit 5 supporting foto. Put yourself in reviewer’s shoes. Try finding object that can be verified from street view and foto it together with your nomination. Is it a plaza? How many of these bench are there? It might be good gathering place but you need to show it in supporting foto.
I dont recommend you to appeal this. At least there are few ways to improve it. Submitting it as it is , leave many question mark which may result in rejection. Your call.

Trees generally dont tend to get accepted due to not being part of the acceptance criteria. Some exceptions can be Trees with Plaques, planted for royal celebrations, such as The Queens Jubilee here in the UK, or older ones for Corinations, plus other instances.
I couldnt see your title or main description on your screenshots sadly. I would not appeal that direct submission iiwy.
Does the area have a dedicated named seating area? or a Statue nearby? Plaqued Artwork? etc etc. These can be good things to nominate. Maybe try and do research on this new installation. Again, never mention anything to do with the games or Niantic in the main description. You can go nuts in the supporting info. Try and build on the criteria that it shows the most, IS it a good place to be social? A good place to explore/aid to exploration of the area ? A good place to exercise? Build on one or all three of those in your supporting information and explain why. Imagine you are doing two paragraphs for your favourite teacher or boss at a workplace.

I have had a few pictures that dark auto-rejected, while daytime shots of the same thing passed and were eventually approved and are now live in game. So it could be just the darkness, not the content.
