These are historic Stinkpipes. They “May” have been mass produced in the 1800’s to early 1900’s, but they are no longer functional. I don’t know the exact number that remains, and I don’t believe these exists in the same quantity as Postboxes, Street Lights or even Dustbins.

The observed behaviour is that if there is no email received relatively quickly then the decision stands
