Murals are an exception to the repurposing rule, as the object that has the mural is the primary object. Murals can be replaced and the correct action is to submit a new photo and get that voted on.

This is not eligible for removal as the utility boxes still have murals on them.

I notice this is a gym.

But the title of it is ‘Fruit Mural’, not ‘Utility box painting’

You can submit a title edit. Murals are different to businesses, where a new name takes over for a pub/cafe/etc as this usually requires a new wayspot, unless it can be demonstrated that it is the same business (with the same owners) and just a new name, not a new business.

A new mural in the same place is not considered repurposing by Scopely Explore when you change the title, photo and description

It is difficult to navigate this quirk through submitting and going through voting and often appealing a rejection. You may want to use the modifications form linked above to let them know about the changes. It is linked under “Wayspot Removals” but can be used for other reasons:

Wouldn’t it be better to remove that one, and I’ll submit the new Wayspot again?
The Wayspot is for the mural, not for the utility box itself.

As said above, Scopely Explorer is good about letting us rename for Murals. I highly encourage this route for the painted utility boxes.

why would u even try to remove it??

I preferred to try removing the Wayspot because I want to add the new one. Also, since the title doesn’t match the new photo, I don’t think a new photo would be approved.

As for editing the title, in my experience it has never worked. I’ve tried several times on other Wayspots, but none of my title edit requests were approved.
So I thought it would be better to explain that it no longer matches what’s there today, and then submit the new Wayspot.

Probably because it is a gym and the op wants the gym to be somewhere else.

I don’t really mind. It’s a bit far from my home, around a 20-minute walk, and it’s not in my neighborhood.

When the weather is good, I usually walk to other neighborhoods and add new stops.

I’ve added a lot of stops in my city over the last 1.5 years, and most of them were accepted. Recently, I’ve been trying to update some titles and photos, but those edits usually don’t get approved.

After reading the comments here, I’ll contact Niantic Support to update the photo and title instead of using the regular edit option in the game.
