Certainly, this does look at the pavement to me.
Edit, haven’t seen these powerlines for years in the Netherlands, but decades ago when we still had them, they would also be placed at private property.
Edit: and yes phone lines, cable, fiber as well
At the risk of going wildly off topic, they’re phone/internet cables, not power.
