This address appears to be SFPRP, so it would be ineligible for that reason, even if a link did prove it to be something significant.

Ah yeah. I was more going for the old metallic sculpture 
but good point . I had not gone there!!
Yeah, not even looking at the address on a map there are some issues. The mention of this being in a suburban neighborhood makes me think right away this may be on SFPRP; the brick also appears to be a part of SFPRP fencing or landscaping. The main photo even seems like it’s trying to hide these to make it not appear to be on SFPRP.
All of the hearts appear to have been painted onto the brick, and none of them look like they are made of metal; maybe metallic paint was used, but nothing looks like it’s made of metal.
I was also look at the word old… and installation. I mean all put together. it was very well worded
