Had a dedicated swim school that teaches babies upwards.
Local town has its own council run swim centre 500 m away.
So this swim school is dedicated to the children. Website talks to babies to 2 years. 3 to 6 and children 6+
Nomination supporting photo even had baby high chairs in it.
The facility is located on private land. With no public walk way.

No, this isn’t a K-12 school. Most swim schools are dedicated to teaching children how to swim and water safety, but for the youngest children, their parents/guardians typically also participate. You are not going to just let a baby into the water without having an adult with them, and typically these are not the swim teachers/coaches.

I would say its more similar to how a playground functions where a parent or guardian takes the child there and stays, and those are considered okay. Usually these spaces are used for lessons for a range of ages so might not even be child focussed all of the time so I would be minded to accept this kind of thing
