What is that? I tweaked it a bit to bring out the detail..
Interestingly, Shawn Sharpe is a local mural artist and this looks like his style (although he hasn’t got the flag right). Can’t find a reference to this picture online though. Agreed, it really doesn’t look like it could be at that location.
My first thought was side of a truck or trailer… The handle on the back. The shape material the"“painting” is on.
the location pin is in a square and none of the local buildings show this. Nor did any online search help for a mural on a building…
The Flag is for Victory in Europe.

SpudBros operate out of an old tram car in Preston and have a substantial tik tok following.
So I found this
Which talks about trying to get a van in place on Market Square.
So from those other images this van looks as though it was painted in the square and it might still be there.
It could just be a very poor submission with not enough information and poor photos.
It could have been granted permission to have a permanent pitch there or for several months ![]()
So it may well just be temporary.

Nice detective work. It’s a shame that there isn’t an option to save a submission to come back to review later.
Unless it can be proven to be a permanent exhibit, then any type of vehicle would fall under Not Permanent. I don’t think the council want an old trailer hanging around the town square.
I know why you’ve suggested that. But it really shouldn’t take that much detective work from the reviewer to figure out what is going on. The submitter needs to do a better job presenting the information.
The submitter took a main photo that is hard to interpret and wrote an extremely brief description that is fairly uninformative. The odds are pretty high that this was a knowing attempt to get an ineligible submission accepted, i.e., a temporary object.
So reject it and go about your day.
