Single Art Installation of 600 Pieces

I have a reviewing challenge that has come up more than once recently and I am not sure the right way to review it. The waypoint submissions are for individual art tiles part of a large installation called Words Over Water in a park lining a river/lake at Tempe Town Lake, Tempe, AZ, USA. The 600 unique tiles are placed over 6 linear miles of park. Many of these tiles are already stops in Pokemon Go and additional are regularly submitted. They are significant to the community as a whole, but I am not sure each one is significant.

I had initially denied the new stops I reviewed. I want to verify that would be the right call. Or, should I approve as they are technically unique, significant, accurately identified as part of Words Over Water, etc.

These are photos taken at a distance. You can see that these tiles are inset into the barrier between the path and the water. Together, they are actually a book that tells a story.

If these are individually placed tiles around a 6 mile area then I have no problem seeing them as distinct, so I’d be minded to accept. What a cool project! It would definitely make me want to explore the area
