I was told that locations having an exclamation mark are not submitted by players and are imported, and can be submitted for being nominated. However when I did it, it came out as duplicated

It is possible that the imported Wayspot has had other information edited in, but this is one way to tell. Only imports will not show as duplicates in review.

If the Wayspot has been edited, you may not be able to tell if this is an import.
When the community rejects a nomination as duplicate, the photo gets added to the Wayspot. You can check the nearby Pokestops to see if this photo has been added to one of them to see if it was mistakenly marked as a duplicate of one of them.
I think something got confused here. Maybe all the (!) in a certain post were imports, but not all (!) are imports. It is extremely confusing. Most of the imports in my area match Google Labels on Maps, so that might be a helpful clue that it was an import.
