There is a user who fraudulently requested to move a gym from its normal location to a false location

There are users who indiscriminately request a location change because they want to create a gym in their home instead of the gym in the normal location.

Even if you go to the site and check, is it right to continue abusing the transfer request to make it more convenient for yourself to go to the same gym?

Currently in Korea, there are a ridiculous number of applications for transfer.
Most people try to move stops that exist in normal positions to ridiculous positions.
We have sent reports of illegal use several times, but those subject to illegal location transfer continue to be reviewed.

I think we need to take action before it becomes a mess.

You are correct to identify this sort of behaviour as against Wayfarer rules. It is considered Wayfarer Abuse.
At the top of this forum there is a link to the Abuse form that you can use to report instances of it happening. You can report either a single instance or a group on each form you submit.
