画像のような申請を出したところ、一時的な設備である、実際の場所と一致しないとの理由で否認されました。
画像の座標は35.673459, 139.764325です。航空写真やGoogle street viewにおいても数年前から存在するのは確認済みです。
どのようにすれば審査する方に承認いただけますでしょうか？みなさまのご意見をお待ちしております。
This was not rejected for being temporary. The rejection reason “not permanent and distinct” comes up in three situations:
* reviewers did not think the object is permanent
* reviewers did not think the object is distinct
* reviewers did not think the object meets any criteria (exercise, explore, social) and wanted to explicitly reject it, so reject for not “permanent and distinct” because that is the advice from Niantic
I am not saying that rejection is correct or incorrect, just explaining what it means.

位置を確認しましたが正確です。しかしこれは歩道と車道の境にあるパネルです。歩道側は地図ですが、車道側はその所在地が大きな文字で書かれているだけで地図はありません。このようなパネルは大阪にもあるので車道の裏面である歩道側には地図があるのだろうと私はわかります。しかしストリートビューを根気よく動かして確認しない審査員であれば存在しないと勘違いした可能性があります。
次に適性基準を満たしているかどうかです。
これはWayfinderによって意見が分かれています。
- 戸建住宅の姓まで詳細に書かれた案内図、団地の見取図、墓地の配置図、自転車駐輪場へ案内地図でも地図であれば適性基準を満たしている。
- 番地などがわかり学校や公園などが記されている街区案内図、駅前などにある広域の地図など公共性の高い地図は探索の助けになるので適性基準を満たしている。
- 観光名所や景勝地などへの訪問を促している地図、またそれらの由来などを紹介している地図は探索を促しているので適性基準を満たしている。
- そもそも地図は適性基準を満たす場合はほとんどない。
これがまさにグレーゾーンであり、Wayfinderによって意見が分かれます。率直にお話しますが私の適性基準の意見は3番です。

対象物の座標確認ありがとうございます。「場所が一致しない」という理由は、システムが自動付与したものだと思います。
とはいえ、真っ当に候補が審査されなかった1つの事象を現していますね。ストビューを動かさない"審査員"が短期間で激増したのでしょうか。
ストビュー動かし、提出イラストを一致させるように促す補足文については今度から書いてみますね
ちなみに私の地図の基準は2番です。

The rejection by the ML system will never say the location did not match. A rejection by Niantic might say this. A rejection by the community can certainly say this.
This will never be a reason automatically assigned by the system, but will be because the human Niantic reviewer or a lot of the human community reviewers said that the location did not match.

地図と呼ばれるものは基本的に程度の差に大小こそあれど僅かでも探索に役に立つこと、Wayfarerの基準上「探索を促す」の程度に一定の水準を課すという条件が一切無いことから、あらゆる地図については(他の不承認基準を満たさない限り)適格であるというのが常識的な見方です。
多くのまともな審査員はこの常識に基づき承認しますが、当たる審査員によっては地図に変な理想を求め押し付ける人もいるのでグレーゾーンのようになっています。
大事なのは、申し立てをすれば確実に通るように、位置や説明を丁寧にセットし記述することです。スタッフは正しい基準解釈のもと判断するので、他の問題がなければ承認されると思います。

Apologies for writing in my own language here.
But I am concerned that you appear to be writing about how to submit and assess wayspots in absolute yes or no terms when this is not the correct method.
A fundamental principle is that every wayspot should be assessed based on its individual merits.
Simply because something might be classed as eligible, does not make it a straight accept. It needs to be assessed as to whether it is acceptable as a wayspot.
You have created a false argument that all objects that have map like qualities means they should just be accepted. This is not the case.
There is an area of judgement around whether something is a map showing routes/ location for great exploration or if it is simply a plan of very ordinary buildings none of which are places to go to explore.
The submitter should explain how this object meets the criteria and the photos should enable the reviewer to confirm what the objects function is.
For example - It would not be right for a submitter to try to mislead by presenting something that is a Plan of an industrial estate ( location of businesses) as a great place to explore.
If the case is not made then the reviewer is quite correct to vote to reject.
