As I said in the previous post, you should allow at least 24 hours after submitting before upgrading, as this is the timeframe that ML takes to do its work. So, once 24 hours have passed, you can upgrade your nomination.
Personally, like I said, I usually wait until a nomination is in voting before upgrading. However, if I really want to upgrade, I tend to wait about 48 hours, just to be on the safe side.

All we know is that ML take at least 24 hours to finish its work. Upgrading before 24 hours can cause some issues and could put an upgraded nomination on a hold for up to a week. After 24 hours has passed since submitting, it’s typically safe to upgrade.
As for when a nomination will reach a decision, regardless of an upgrade or not, this info isn’t provided, and this is listed in the Wayfarer FAQ:
How many reviews does it take to make a final decision on a Wayspot’s eligibility?
This exact number cannot be disclosed at this time, however, we can say that this depends on the performance of each individual Wayfinder.
How an upgrade may speed up a decision is that it opens it up to a larger review area than the normal review area, which may get it in front of more reviewers, which may lead to a faster decision. This is also noted in the Agreements & Upgrades help page:
Upgrades allow you to fast-track Wayspots you’ve nominated by having them reviewed by a larger number of reviewers meaning the nomination will reach a decision faster than it would if not Upgraded.
Note: Upgraded nominations increases probably that your nomination will be reviewed by the community faster, but do not guarantee a specific review period. Upgraded nominations must still adhere to the same criteria as standard nominations to be accepted.
