This does seem to be off the side of the road.

As the road does not have a side walk suggests that you are expected to walk in the road.

Question is whether “Walking Past” is safe, “Hanging Around” Is not?

Safety criteria is about reaching and safely standing at the location of the wayspot. There is no designated pedestrian access to the location. Whether people do it or not is not the question here.

Thanks for the appeal, @iFrankmans! We took another look at the Wayspot in question and decided that it does not meet our criteria for removal at this time.
