This does seem to be off the side of the road.
Question is whether “Walking Past” is safe, “Hanging Around” Is not?
As the road does not have a side walk suggests that you are expected to walk in the road.

Safety criteria is about reaching and safely standing at the location of the wayspot. There is no designated pedestrian access to the location. Whether people do it or not is not the question here.

I do agree which is why I added the Question.
I have seen occasions on here where people have successfully argued that due to extreme low amount of traffic it is safe.
This is what I expect made Niantic reject your removal. I am making no suggestion whether this decision is correct or not.

I disagree, this is a dead end road, only bikes are allowed, so this place is not unsafe.

That is incorrect, it is a dead end road for cars and not for bikes. The road is still a road for both cars and bikes.

Thanks for the appeal, @iFrankmans ! We took another look at the Wayspot in question and decided that it does not meet our criteria for removal at this time.
