I upgraded my pokestop submission and it is still in queue.
An upgrade does not immediately send a nomination into voting. It does send it to a wider review pool.

Only the “In Voting” stage is sped up with the Upgrade as it sends out the nomination to a wider audience therefor reaching a result quicker.
