Imagine you’re a member at a country club where you spend money every month to belong to that club. You also spend money on the tools and clothes you buy to play golf and tennis. You pay for a golf or tennis pro to give you lessons. You spend money at the restaurant to eat. It’s a fairly expensive membership and you’ve been going for years.
But the club has rules for its members. Maybe you have broken a small rule, so the management sends you a warning to please re-read the rules and follow them. You read the rules, correct your behavior, and all members are now happy. But if you ignore the warning and keep breaking more and more rules, should you still be allowed to use the club and its facilites just because you pay your fees? All the members pay their fees. Everyone deserves to enjoy the club by having everyone obey the rules. If someone refuses to learn the rules and keeps breaking them, they can’t come into the club. It’s not fair to all the people who obey the rules.
It doesn’t look arbitrary. You appear to have broken one of the rules of wayfarer.
If you believe you did not mislocate a wayspot submission, you could post the details (including the coordinates from the submission receipt email) for advice.

You will have received another email with a specific example of “Misplacement of wayspot submissions.” You can appeal if the warning isn’t accurate. You can find the gps coordinates for where you placed the pin in your submission email after the photos if you still have it. But your post does not seem to be contesting that you misplaced pins, just that you aren’t happy about the warning.

It seems its 1st strike from abuse ladder system. You can read more below.
Technically its just warning. You should still able to play pogo or wayfarer. But be advised that next strike might be 30days suspension or more(depending on severity of the case). You have 1year redemption period where all your strike will be gone if you dont get more strike.
